Newly Released Video Challenges Official Account of ICE Shooting in Texas

Newly released police and body-camera footage has sparked controversy in the United States after showing the fatal shooting of a U.S. citizen by a federal immigration agent during a traffic stop in Texas. The videos, made public nearly a year after the incident, capture the chaotic moments before 23-year-old Ruben Ray Martinez was shot and killed by an agent from the Department of Homeland Security’s investigative branch during an encounter in South Padre Island. 

According to authorities, the shooting took place in March 2025 when federal immigration officers were assisting local police with traffic control following an incident near the beach town. Officials initially stated that Martinez had driven his vehicle toward an agent and struck him, prompting another agent to open fire in self-defence. However, the newly released footage appears to raise questions about that account. The video shows Martinez’s car moving slowly with brake lights visible while officers shouted commands, before an agent fired multiple shots through the driver’s window. 

Martinez, a resident of San Antonio, was struck three times and died at the scene. Toxicology reports later indicated that he had alcohol and marijuana in his system at the time of the incident. A passenger in the car told investigators that Martinez appeared confused and panicked as several officers issued instructions during the encounter. The witness also disputed the claim that the vehicle intentionally struck an agent. 

The footage reviewed by journalists does not clearly show the car hitting the officer, and in some segments the audio is missing, leaving key moments open to interpretation. Despite the uncertainty, a Texas grand jury reviewed the case and declined to indict the agent who fired the shots, a decision supported by federal authorities who said the officer believed he was facing a serious threat. 

The release of the video has prompted renewed scrutiny of the incident and broader concerns about the use of force by federal immigration officers. Lawyers for Martinez’s family argue that the footage contradicts the government’s original explanation and have called for greater transparency and an independent investigation into the shooting. Civil rights advocates have also raised questions about how immigration agents interact with civilians during enforcement operations. 

Martinez’s mother has publicly demanded answers about the circumstances of her son’s death, saying the family struggled for months to obtain information about the shooting. The case has now become part of a wider debate in the United States over accountability and oversight of federal immigration enforcement agencies.
