The facility had experienced a smaller explosion in 2014 that caused one death and multiple injuries.
Local officials have urged residents to avoid the perimeter to allow recovery operations to proceed unimpeded. Community leaders and state government have expressed deep sorrow for the families affected, and a vigil was held Friday night.
